Kesner C. Flores Jr., is of Wintun and Paiute descent and is a member of the Cortina Indian Rancheria Band of California. He has worked with and for the tribe throughout his life. After his military experience he helped start the tribes’ health organization as the director, while he worked as a paramedic (retired after 20 years).

He was the Director of the Wintun EPA, which is the tribe’s environmental department, Cortina Rancheria for the past 10 years. The tribe participated on numerous national environmental organizations where he participated on the executive committees. He has facilitated the start of a few national tribal organizations across the nation.

Kesner managed the tribe’s Community Drinking Water System, where he and staff were responsible for; Operator Maintenance, Chlorination, soft water treatment, and distribution. He also worked on distribution, mapping & installation inspection of distribution lines and well head protection. Kesner worked on waste water issues and septic tank issues, O & M, setting up plans and inspections of the tribal housing systems. He worked with Cortina Water Board at their request.

He worked as a part-time Enforcement and Compliance Officer for the Wintun EPA, where he worked on reviewing regulations and standards to include tribal ordinances. He was responsible for investigations and worked as an officer of the court, where he reported to the Wintun EPA commissioners. He coordinated and worked with Tribal and WEPA administrators to insure compliance to tribal laws and regulations.

Kesner has done consultant work with tribes on government relations, consultation, strategic planning, tribal utilities systems, housing and environmental concerns. While working with Cortina Rancheria, he participated on numerous national environmental organizations where he participated on the executive committees.

He has worked as the lead negotiator for the tribes Economic Development Committee, where he has worked on economic issues that were important to the tribe. Some of those developments are still ongoing.

Kesner has been doing construction work on residential properties in the California realty market, since the late 1980's. He has worked with Four Winds Properties LLC.
